MANILA, Nov 29 -- Malacañang said Friday it is ready to justify to Congress the P37-billion supplemental budget it has been seeking for the rehabilitation of typhoon-stricken communities in Eastern Visayas.In a press briefing at the Palace, Deputy Presidential Spokesperson Abigail Valte said the government needs additional funds for the reconstruction of the affected areas, even though it has already allotted billions of pesos for rehabilitation efforts."Of course, some of the rehabilitation by itself, as (Presidential Assistant for Rehabilitation and Reconstruction) Secretary (Panfilo) Lacson would tell you, cannot be done overnight," she said.Valte made the statement when asked to comment on reports that chairman of the Senate’s Finance Committee Senator Francis Escudero, during Thursday’s discussion on the supplemental budget, questioned why the Palace is still asking for P37 billion when the P100 billion that has already been spent for the reconstruction of the typhoon-hit areas has not yielded much result."There are measures that we can implement: livelihood, cash-for-work, etcetera; and those sort of things that you can see the effect immediately, but some would require ...Read more
