BUTUAN CITY, Aug. 10 – The Office of Civil Defense (OCD) Caraga Region once again conducted a four-day Contingency Plan Training for the provinces of Surigao del Norte and Surigao del Sur on August 1-4, 2017 at Almont Inland Resort, this city. This capacity development initiative is one of the priority targets of OCD based on its Annual Plans and Budget (APB) 2017.
The four-day training activity trained the participants on the whole concept of contingency planning. The province of Surigao del Norte formulated a Contingency Plan for Earthquake while the Province of Surigao del Sur formulated a Contingency Plan for Typhoon. Both provinces integrated the Cluster Approach and Incident Command System (ICS) in their respective plans. A table-top simulation exercise also took place during the training.
OCD Caraga's pool of facilitators/trainers led by Lorene Catedral with Amado Posas, April Rose Anne Sanchez, Aizy Lyn Paglinawan and Dave Madayag used the new CP guidebook as per Joint National DRRM Council and National Security Council (NSC) Memorandum Circular No. 1 series of 2016 dated August 30, 2015 entitled Guidelines on the Formulation of Contingency Plans for Natural and Human-Induced Hazards and Adoption of the Contingency Planning Guidebook.
It can be remembered that OCD Caraga conducted the same training for the Municipalities of Cortes and San Miguel, Surigao del Sur and La Paz, Agusan del Sur on June 6-9, 2017 and Bayabas and Lianga, Surigao del Sur and San Isidro, Surigao del Norte on June 13-16, 2017.
