Tagalog News: Pagbawi sa “deputation” sa 14 na LCEs sa R-12, nilinaw ng NAPOLCOM 12

KORONADAL CITY, South Cotabato, July 7 (PIA) - Kinumpirma ni director Veronica Hatague na bago lamang  natanggap ng National Police Commission (NAPOLCOM)  12 ang resolution na nagsasaad ng pagbawi ng “deputation” ng 14 na local chief executives (LCEs) ng SOCCSKSARGEN Region.

 

Kabilang sa mga LCEs na binawian ng deputation o kapangyarihan sa mga local police units, ay ang gobernador ng Sultan Kudarat, ang labindalawang mayors ng lalawigan at ang city mayor ng Lungsod ng Cotabato.

 

Ayon kay Hatague, batay sa NAPOLCOM Resolution Nos. 334, 335, at 335-A na inaprubahan noong June 8, 2017 at may lagda nina NAPOLCOM chairman at DILG acting Secretary Catalino Cuy at ng limang commissioners nito, naging basehan ng pagbawi ng deputation, ang mga ulat na mayroong mga LCEs sa Mindanao na hindi nakapagpatupad ng mga hakbang upang masugpo ang terorismo at mahadlangan ang karahasan sa kanilang hurisdiksiyon at mayroon ding ilan na nasasangkot sa illegal na droga.

 

Ang mga aksiyong ito ayon pa sa Komisyon ay nakaka-apekto sa pambansang seguridad at isang seryosong pagbabanta sa buhay at kaligtasan ng kanilang mga residente.

 

Dagdag pa ng NAPOLCOM, ang mga gawaing ito ay sumasalungat din sa pagiging epektibo ng kampanya sa pamahalaan para sa katiwasayan at katahimikan sa buong bansa.

 

Ang mga gawain at kawalan umano ng aksiyon ng mga LCEs kaugnay ng pagsugpo ng illegal drug trade, na patuloy pa ring pinagtitibay ng awtoridad  ay maaari na ring maihalintulad sa kawalan nila ng suporta sa pagsupo sa mga gawain ng mga kriminal na elemento.

 

Subalit nilinaw ni director Hatague na batay sa inilabas na Resolution, ang pagbawi ng “deputation” ay mananatili lamang  sa panahon ng Martial Law, maliban na lamang kung ang mga LCEs ay makapagbigay ng mga makabuluhan at makatwirang dahilan para sa restoration o pagpapanumbalik nito.

Binigyang diin din ng nasabing opisyal na sa pamamagitan ng isang mabuting dahilan, maaring direktang maipag-utos ng Pangulo o sa pamamagitan ng NAPOLCOM ang pagpapanumbalik ng deputation ng isang LCE ayon sa MC No. 99-010. (ACAgad-PIA 12)
