President Duterte appoints Gov. Del Rosario as new RDC-XI Chair

DAVAO CITY, March 16 – President Rodrigo Duterte has appointed Davao del Norte Governor Antonio Rafael G. del Rosario as Chairperson of the Regional Development Council (RDC) XI for the term 2016-2019.

Governor del Rosario’s appointment was signed by the President on February 21, 2017 making him the fifth Chairperson since the Council’s reorganization in 1986.  His appointment papers were handed to him by RDC XI Vice-Chairperson and NEDA XI Director Maria Lourdes D. Lim.

Del Rosario vowed to deliver his mandate as head of the highest policy-making body that sets the direction of all the economic and social development efforts in the Davao Region.

As his first official function, the Chair shall preside over the first quarter RDC XI Meeting on March 8, 2016 at the RDC XI Convention Hall in Davao City.

“The appointment of RDC XI Chair del Rosario promises an action-oriented, development-minded and dynamic leadership for Davao Region,” Vice Chair Lim said.  She assured that the RDC XI shall rally behind and provide full support to del Rosario’s leadership in order to set Davao Region’s foundation for inclusive growth and a high trust society.

During his stint at the 16th Congress as Davao del Norte’s 1st District Representative, del Rosario was cited as the best performer among 287 members for filing the most number of House Bills.  As Chair of the House Committee on Economic Affairs, he shepherded a total of twenty-five House Bills, of which some were among the important legislative achievements of the 16th Congress. 

Eight of the bills that he principally authored and nine measures that he co-authored were passed into law. The landmark legislations he authored include Republic Act 10667, known as “The Fair Competition Act”; R.A. 10668, “Amendments to the Cabotage Law;” and R.A. 10650, “Open Learning through Distance Education in Post – Secondary and Tertiary Levels Act.”

Del Rosario, fondly called AGR, also authored the conversion of the Davao Regional Hospital into a Medical Center, and the Acts that provide internal revenue allotment (IRA) share to eight special barangays in Davao del Norte that were deprived of their share from the national government for over 20 years.

Another landmark legislation authored by del Rosario was R.A. 10674, the law creating the Davao del Norte Regional Sports Academy in Tagum City.

Del Rosario succeeded his father, former Davao del Norte Governor Rodolfo P. del Rosario, who served as RDC XI chairperson from 2013 to 2016.  Other past RDC XI Chairs were Private Sector Representative (PSR) Jesus V. Ayala (1986-2007), PSR Vicente T. Lao (2007-2010) and Mayor Sara Duterte-Carpio (2010-2013). (NEDA-XI)
