Barangay Officials in Eastern Samar attend Symposium on Federalism

BORONGAN CITY, Eastern Samar, June 16 (PIA) - Consistent with the Memorandum of Agreement (MOA) entered into between the Department of the Interior and Local Government (DILG), and President Rodrigo Roa Duterte (PRRD)-People’s National Movement for Federalism (PENAMFED) invited all Punong Barangays, Sangguniang Barangay Members, Barangay Treasurers and Barangay Secretaries in Eastern Samar to attend a Symposium on Federalism.

 

The symposium was held on June 9, 2017, at Eastern Samar State University (ESSU) Guiuan, E. Samar; June 10, 2017 at ESSU-Main Campus, Borongan City; and June 11, 2017 at Marcelo P. Libanan Covered Court in Dolores, Eastern Samar respectively.

 

For Guiuan symposium, the LGUs which attended were  Llorente, Hernani, Gen. Mac-Arthur, Salcedo, Mercedes, Guiuan, Quinapondan, Giporlos, Balangiga and Lawaan, while for Borongan City symposium, were attended the LGUs of San-Julian, Sulat, Borongan City, Maydolong and Balangkayan. 

 

Meanwhile, the LGUs of Taft, Can-avid, Dolores, Oras, San-Policarpo, Arteche, Maslog and Jipapad attended the Dolores symposium.

 

The purpose of the symposium was to enlighten the understanding on Federalism as a new system and form of government aiming to accelerate development and progress of the Local Government Units (LGUs) with lesser dependence from the Central Government.

 

Speakers during the symposium were:  Dr. Dante V. Liban – PENAMFED, Atty. Thomas Ledisma – Tamang Leader Para Sa Pagbabago (TLPSP) and Dr. Paulus Mariae L. Canete- (TLPSP).

 

During the symposium, speakers discussed the merits of a federal form of government which will replace the presidential unilateral system.

 

Speakers also discussed the meaning of Federalism, which means a system of government under which government powers are divided between the National Government  and Sub-National Units called States, Regional and Territories.

 

The compelling reasons or big shift from Unitary into Federal System was discussed stating that for more than seven decades the present system failed to address the following problems: Poverty remains a scourge: “Parami ng Parami ang nasa Laylayan ng Lipunan,” Widespread graft and corruption; Subservience of Local Officials to “Imperial Manila;” No balanced Development and Non-inclusive growth.

 

Included as other reasons were also discussed, like the rampant tax evasion and tax avoidance; political patronage in resource allocations; Ineffective National Leadership; Existence of Separatist Groups and Armed Liberations Fronts; Reality of Oligarchs and Political Dynasty; Existence of NARCO-Police Generals, Judges, Businessmen and Politicians.

 

And for over 70 years Metro Manila remains the Financial Business and Political Center.

 

The said forum is the second forum on Federalism in Eastern Samar.  The first forum was held on January 12, 2017 by Senate Secretary Lutgardo B. Barbo.

 

The theme for this year’s forum is “Pagbibigay ng Kapangyarihan sa Masang Pilipino: Isulong ang Pagbabago, Isulong ang Federalismo.”

Albay reports huge increase in quarry income

Pangasinan school accepts transferees from Marawi
