Cebuano News: Sumbanan sa pagbawal sa “Endo,” gipagawas na sa DOLE

TAGBILARAN CITY, March 17 (PIA)--Gipagawas na kagahapon sa Department of Labor and Employment (DOLE) ang department order nga may kalabotan sa contracting ug sub-contracting.

Base sa Department Order 174 series of 2017 nga gilagdaan ni DOLE Kalihim Silvestre Bello III kagahapon, hugot nga gidili ang kontraktwalisasyon.

Nakalatid sa gilagdaang kamanduan nga hugot nga gidili ang mga mosunod: Labor only contracting, pagkuha og mga trabahante sa mga inhouse agency, inhouse cooperative nga nagsuplay og mga trabahante sa principal, pagkuha og mga trabahante sa gawas tungod sa strike o lock-out bisan aktuwal kini o hulga pa lamang.

Gidili usab ang pagkuha og mga empleyado nga ang trabaho ginahimo sa mga union members nga mahimong kinaingnan aron bawalan ang mga trabahante nga gamiton ang ilang katungod sa self- organization.

Dili na usab itugot ang pag-obligar sa mga empleyado sa mga contractor o sub-contractor nga himuon ang functions nga ginahimo sa mga empleyado sa principal, pag-obligar sa empleyado sa contractor o sub-contractor nga molagda isip kondisyon aron madawat sa trabaho o sa pagpadayon sa trabaho nga antedated resignation letter, blank payroll, waiver sa labor standards apil ang minimum wage, quitclaim nga dili manubag ang employer sa pagbayad og mga future claims ug pagka-miyembro sa kooperatiba sa trabahante.

Bawal na usab ang pagkuha og trabahante nga naa ubos sa short term contract o endo, pag-obligar sa empleyado nga naa ubos sa contractor o sub contractor nga molagda og kontrata nga mahimong mob-an sa principal ang employment niini nga lahi sa nakalatid sa gilagdaang job contract ug uban pang mga praktis, scheme o employment arrangement nga nagtinguhang kuhaan og katungod ang trabahante sa security of tenure.

Gimub-an usab sa department order ang validity sa certificate of registration sa contractors ug sub-contractors gikan tulo ngadto sa duha ka tuig.
